What plant is that?

The mystery plant for September is not overly common in RI.  It grows often, but not always, in wet soil. This plant grows from 3-4 feet tall. The infloresence consists of a head of 10-15 yellow ray flowers along the outer edge and numerous disk flowers in the center. Each of the ray flowers is three toothed. The leaf bases extend down the stem thus forming wings.
